Congress and Harriet Tubman's Claim for a Pension

Students will explore records from the U.S. House of Representatives to discover the story of Harriet Tubman’s Civil War service to the government and her petition to Congress for compensation. Although her service as a nurse, cook, and spy for the federal government is less well known than her work on the Underground Railroad, it was on that basis that she requested a federal pension after the War. Using historical thinking skills, students will examine the evidence of Tubman’s service and assess Congress’s decision to grant her a pension. Despite the endorsements of a number of highly ranked Civil War officials indicating the breadth of her service, Tubman ultimately secured a pension only as a widow of a Civil War veteran, not on the basis of her own service.

"Students will explore the idea of different responsibilities in their community and analyze images that highlight the jobs of the three branches of government as outlined in the Constitution. This Civics for All of US distance learning program is available for groups of 10 or more students free of charge.

Each program will be led by one of our educators located at National Archives sites, the Center for Legislative Archives, and Presidential Libraries across the country. After submitting your program request, you will be connected to an available National Archives educator to confirm your reservation.

We require that the requesting educator or another educator from your institution be present during the student distance learning program to observe the session and support classroom management.

When our Constitution was written, it was silent on women. Excluded from most of the rights and privileges of citizenship, women operated in limited and rigid roles while enslaved women were excluded from all. Yet women have actively participated as citizens—organizing, marching, petitioning—since the founding of our country. Sometimes quietly, and sometimes with a roar, women’s roles have been redefined.

Use this page to find primary sources and document-based teaching activities related to women's rights and changing roles in American history. Many of the documents, photographs, and other sources are also featured in the exhibits Rightfully Hers: American Women and the Vote, at the National Archives Museum in Washington, DC, and One-Half of the People: Advancing Equality for Women, traveling the Country.

In this activity, students will analyze documents pertaining to the woman suffrage movement as it intensified following passage of the 15th Amendment that guaranteed the right to vote for African American males. Documents were chosen to call attention to the struggle’s length, the movement’s techniques, and the variety of arguments for and against giving women the vote.

Students will analyze documents from the War Department’s Bureau of Refugees, Freedmen, and Abandoned Lands — better known as the Freedmen’s Bureau — that Congress established on March 3, 1865, as the Civil War was coming to an end. Using the scale in Weighing the Evidence, students will evaluate the effectiveness of the Freedmen’s Bureau in assisting formerly enslaved persons. Learning Objectives: Students will be able to identify and draw conclusions about the roles of the Freedmen’s Bureau (Bureau of Refugees, Freedmen, and Abandoned Lands), critically analyze primary sources, formulate opinions about the effectiveness of the Bureau, and back up their opinions verbally or in writing.

Students analyze documents from the holdings of the National Archives to assess the impact of legalized racial segregation on the lives of Black Americans from 1944 – 1960. Students analyze historical documents and discuss how Jim Crow, a system of laws and practices set in place to maintain white supremacy, limited the freedom of African Americans. These documents from 1944 – 1960 express the words and actions of people or institutions working to either remove or reinforce race-based barriers to equality.
