President Lyndon Johnson formed an 11-member National Advisory Commission on Civil Disorders in July 1967 to explain the riots that plagued cities each summer since 1964 and to provide recommendations for the future. The Commission's 1968 report, informally known as the Kerner Report, concluded that the nation was "moving toward two societies, one black, one white--separate and unequal." Unless conditions were remedied, the Commission warned, the country faced a "system of 'apartheid'" in its major cities. The Kerner report delivered an indictment of "white society" for isolating and neglecting African Americans and urged legislation to promote racial integration and to enrich slums--primarily through the creation of jobs, job training programs, and decent housing. President Johnson, however, rejected the recommendations. In April 1968, one month after the release of the Kerner report, rioting broke out in more than 100 cities following the assassination of civil rights leader Martin Luther King, Jr. In the following statements to joint Congressional hearings on urban employment problems in May and June of 1968, two academics related their findings regarding overt and institutionalized discrimination. The "Great Migration" of the second two decades of the 20th century (the teens and twenties) reshaped northern cities--roughly 70,000 southern blacks settled in Chicago alone. Many used the city only as a temporary destination, moving to other cities in the North and West. During these years New York's black population grew from 91,709 to 152,467; Detroit's from 5,741 to 40,878; and Philadelphia's from 84,459 to 134,229. Northern newspapers, word of mouth, and letters sent home by earlier migrants all contributed to the anticipation black southerners felt about opportunities for a new life in the North. Once they had settled in northern cities, however, many newcomers responded more ambivalently to their new surroundings in the face of northern-style racism, cold weather, high prices, crime, and loneliness. Some African-American blues musicians used their songs to describe the migrants' reactions to their new homes. Lizzie Miles's "Cotton Belt Blues," recorded in 1923, expressed yearning for a former southern home.

The cowboy of Western mythology rode the range during the heyday of the long cattle drives in the l860s and 1870s. Despite the individualism emphasized in myth, most cowhands were employees of Eastern and European capitalists who raised cattle as a corporate enterprise to serve a growing appetite for beef in the U.S. Cowboys were overworked hired hands who rode in freezing wind and rain or roasted in the Texas sun; searched for lost cattle; mended fences; ate monotonous and bad food; and suffered stampedes, quicksand, blizzards, floods, and drought. The work was hard, dangerous, and often lonely; pay averaged from $25 to $40 a month. Many became cowboys for lack of other job opportunities; one of every three cowboys was an African American or Mexican. Reminiscing in the 1930s for an interviewer from the Federal Writers Project, cowboy George Martin recalled the tough work, rough conditions, and long days required to keep up with the demands of cattle raising in Texas.

The Crisis was a monthly magazine put out by the National Association for the Advancement of Colored People (NAACP), an organization that advocated for African-American civil rights, and was edited by the black activist intellectual W. E. B. Du Bois. Heralding the style and substance of the Harlem Renaissance, The Crisis reached from 60,000 to nearly 100,000 readers monthly during the 1920s. The flowering of black culture known as the Harlem Renaissance took inspiration from the emergence of pan-Africanism as an intellectual and political movement, and a growing sense of racial pride. In an era when white publications largely ignored African Americans, The Crisis presented a mix of news of African-American accomplishment; exposes of southern and northern racism; reports on efforts to improve the political, economic, and social circumstances of African Americans; and incisive editorials penned by Du Bois himself. The magazine also promoted African-American artistic production by publishing the work of and sponsoring contests for writers, composers, and visual artists.

As U.S. soldiers returned from Europe in the aftermath of World War I, scarce housing and jobs heightened racial and class antagonisms across urban America. African-American soldiers, in particular, came home from the war expecting to enjoy the full rights of citizenship that they had fought to defend overseas. In the spring and summer of 1919, murderous race riots erupted in 22 American cities and towns. Chicago experienced the most severe of these riots. On Sunday, July 27, white bathers attacked several black youths swimming near one of Lake Michigan's white beaches, resulting in the death of an African-American boy. Five days of intense racial violence followed, claiming the lives of 23 black and 15 white Chicagoans, with more than 500 others wounded and thousands of black and white citizens burned out of their homes. A plethora of news reports and editorials offered instant analysis and helped shape local and national attitudes. The Chicago Daily Tribune, long considered the most antagonistic of all the city's papers toward African Americans, detailed the day's violence, the good deeds of white policemen who were sent to Chicago's South Side, and the injuries they sustained at the hands of black rioters.

After fighting World War I, ostensibly to defend democracy and the right of self-determination, thousands of African-American soldiers returned home to face intensified discrimination, segregation, and racial violence. Drawing on this frustration, Marcus Garvey attracted thousands of disillusioned black working-class and lower middle-class followers to his Universal Negro Improvement Association (UNIA). The UNIA, committed to notions of racial purity and separatism, insisted that salvation for African Americans meant building an autonomous, black-led nation in Africa. The Black Star Line, an all-black shipping company chartered by the UNIA, was the movement's boldest and most important project, and many African Americans bought shares of stock in the company. A 1920 Black Star Line business meeting in Harlem's Liberty Hall brought together 25,000 UNIA delegates from around the world, and produced an important statement of principles, the "Declaration of Rights of the Negro Peoples of the World."

Hooded Klansmen terrorized individuals and freedpeoples organizations, breaking up meetings, shooting and lynching Union League leaders, and driving people away from the polls across the South. In its nighttime whippings, killings, and rapes, the Klan targeted freedpeople who showed signs of independence, such as those who bought or rented their own land, or community leaders, such as teachers. The post-World War I period in the United States saw devastating race riots around the nation: in small cities and in larger ones. But the Tulsa race riot in 1921 was perhaps the worst. Sparked by the supposed sexual assault of a white woman by a young black man, white Tulsa residents went on a twenty-four-hour rampage which resulted in the death of anywhere from 75 to 250 people and the burning of more than 1,000 black homes and businesses. Yet the African-Americans of Tulsa were not passive victims: when armed whites congregated at the Tulsa courthouse planning to lynch the young black imprisoned for the rape they were met by a crowd of equally angry blacks determined to prevent the lynching. In this interview with historian Scott Ellsworth, W. D. Williams proudly remembered the self-assertiveness of local black citizens, including his father, who took up arms to defend home and community.

One of the most savage race riots in these years erupted in Atlanta on September 22, 1906 after vague reports of African Americans harassing white women. Over five days at least ten black people were killed while Atlanta's police did nothing to protect black citizens, going so far as to confiscate guns from black Atlantans while allowing whites to remain armed. During this period, railway lines spread rapidly from cities to rural communities. In 1896, the U.S. Supreme Court validated these early "Jim Crow" laws when it ruled in Plessy v. Ferguson that a Louisiana statute requiring "separate but equal" accommodations for white and black railroad passengers did not conflict with the Fourteenth Amendment clause guaranteeing all citizens equal protection of the laws. (Jim Crow, the colloquial term for segregation, referred to a blackface character popular on the minstrel stage.) Jim Crow legislation extended throughout the South to schools, hotels, restaurants, streetcars, buses, theaters, hospitals, parks, courthouses, and even cemeteries. Although the Supreme Court ruled in 1946 that a Virginia statute requiring segregated seating interfered with interstate commerce and was thus invalid, Jim Crow travel laws remained in effect in the South. In the follow 1954 testimony to a House committee hearing on proposed legislation to end segregated travel, an attorney for the National Council of Negro Women argued that discriminatory practices were contrary to foundational American principles and recounted the humiliating arrest of a member of the WACS for disobeying a bus driver's order to move from her seat. The Federal Housing Administration, established in 1934, helped middle-income families buy new homes and improve existing ones. Federal loans for low-cost housing, however, became available only after passage of the Wagner-Steagle Housing Act of 1937, and then only in modest amounts. To address a growing crisis, President Harry S. Truman, as part of his "Fair Deal" initiative, called for new slum clearance and housing legislation. Despite accusations of "socialized housing" and opposition from the real estate and construction industries, on July 15, 1949, Truman signed into law a bill providing $1.5 billion in loans and grants.Available to localities, this money would, in the President's words, "open up the prospect of decent homes in wholesome surroundings for low-income families now living in the squalor of the slums." In the following article published just prior to the bill's passage, Illinois Senator Paul Douglas, a professor of economics and former New Deal supporter, argued for effective legislation. Despite the law's progressive intent, urban renewal programs ultimately destroyed formerly vibrant neighborhoods. These programs were also used throughout the South and in Northern cities to strengthen segregation by relocating African-Americans away from white school districts.

By exempting certain categories of persons, specifically nurses, servants, and prisoners, the laws also avoided disrupting ways of life that did not threaten tenets of white supremacy.

Davis, the most important black leader of Ohio's miners, was called upon frequently in the 1880s and 1890s to serve as a spokesman for the many black miners in his home state, as well as the thousands more who labored in Alabama, Tennessee, and West Virginia. He was also called upon to serve as an intermediary between black rank-and-file miners and the white majority and white national leadership of the United Mine Workers of America (UMWA), dealing with such issues as black participation in the union, strike breaking by African Americans, and the racist attitudes of many rank-and-file white miners toward African Americans. (Davis was twice elected to the UMWA's executive board.) In this series of six letters submitted in 1891 to the National Labor Tribune, Davis reflected on the larger meaning and purpose of interracial unionism in an era of rising racial tensions and institutionalized discrimination.

The issue of race divided the Southern Populist movement. In some ways, it can be seen as uniquely interracial for its time, yet in other respects it was critically limited by racial divisions. Even in the heyday of Populism, not all members of the Southern Farmers' Alliance were equally committed to the interracial program that some leaders advocated. While white and Colored Farmers' Alliances joined at times in cooperative purchasing and marketing arrangements, the tension between black and white agrarians remained strong. In the late 1880s, African Americans, who were suspicious of the white Alliance, joined the Knights of Labor. Many southern whites--including members of the Farmers' Alliance--saw the growth of black locals of the Knights as a serious threat. This 1889 memorandum by white North Carolina plantation owner John Bryan Grimes recorded his efforts to infiltrate a Knights of Labor local that some of his black workers had joined. Although Grimes was himself a Populist, he viewed the Knights as a threat to his interests.

The experiences of the half million Africans Americans from the South who headed North between 1916 and 1921 varied widely among individuals. Four letters by southern migrants who had settled in Philadelphia, Chicago, and East Chicago, Indiana, provided some insights into the diverse experiences migrants had in the North. Resettled southerners wrote to folks back home about "the true facts of the present condition of the north." These "facts" ranged from salaries, living conditions, and recent births and deaths, to the score of the latest Chicago White Sox baseball game. The letters, which were originally published in the Journal of Negro History, also described what it feels like to be out of the South: "don[']t have to mister every little white boy comes along."

Elizabeth Hobbs Keckley was born around 1818 in Virginia, a slave of the Burwell family. At fourteen she was loaned to the Rev. Robert Burwell, her master's son, who lived in North Carolina. There she gave birth to her son George, the product of an unwanted encounter with a white man. After several unhappy years with Robert Burwell and his family, Keckley was sent to live in St. Louis with Anne Burwell Garland, a married daughter of the Burwells. In this selection from her 1868 memoir Behind the Scenes, Keckley describes how she bought her freedom from the Garland family, a process that was completed in November 1855. Her sincere efforts to live within slavery's rules are striking and indicate how deeply the slave system's practices and values permeated both the black and white cultures of the South. After her emancipation Keckley earned her living as a dressmaker in Washington, D.C.; she died there in poverty in 1907.

The sharecropping system that emerged in the South in the last three decades of the 19th century afforded southern black families a certain measure of control over their daily lives and labor. But the white landowners were able to use the legal mechanisms of sharecropping to assure control over the largely African-American workforce that toiled on the farms. Here Hughsey Childes, interviewed by historian Charles Hardy in 1984, described what seems like a matter of fact exchange in which the white landowner cheated the black sharecropper. But when the sharecropper got a little wise and withheld some of the crop from the landlord, the punishment was swift and final.
